Maybe true, but Nixon had a lot of issues to deal with.
The big problem is that no one had a real plan for NASA once we got there. While we could put men on the moon, we did not have the tech to leave them there for more than a few days, so basically, each flight was more or less moon tourism.
Also, for some reason, NASA decided against BDRs (big dumb rockets) for the space truck, I mean Space Shuttle. I guess the aeronautics side of NASA was not feeling the love, so NASA needed a glider to appease them.
Man did he, I didn't, and don't like Nixon, but the guy was up to his neck in alligators, and never got a breather, that was without question one of the toughest 8 years of the presidency.

So much could have been done. Even Skylab was put together from spare Saturn V stages. Quick and dirty. I love it. A habitat for the moon might have been built launched and landed remotely for future astronauts to utilize with supplies coming in priodically. Much could have been done utilizing the Saturn V as a platform.
The truck you spoke of was interesting but a waste of resources.
The moon is a toxic place for humans to work. They probably came to the conclusion that it is too dangerous for humans to visit for more than a day or two. Mars is is almost just as bad. Mars gets more interest, because it has visible geological processes. It is cheaper to send a probe. No return flight..
