Mr Rosenbaum said the increase could be due to a basic shift in the whales' habits rather than a spike in population.

Or, just maybe, there is a spike in population.

Whatever the case, Bush certainly won't be blamed for something good happening.

With a spike in the NY whale population they are going to need some more Marine Biologists to avoid tragedies like this:
