Would the baby be a US citizen or a citizen of where the airline was based and airplane flagged?
He was a US citizen.
If they were white European they would have to file for the proper visa and wait in line. If they were of any other race the State dept. would divert an aircraft carrier to the home country and pick up any relative, near relative, friend, neighbor or anyone else that wanted to one of these and relocate them a California city that did not want them. They would then be showered with gifts, cash, homes, cars, health insurance, and a lifetime job of staying at home and not doing anything productive. You know, compassion.
