I think it was Sen Brown who said it needed to go to the full Senate so everyone's vote could be recorded.

He was either stupid enough to think enough Dems would back off so as not to get tagged with voting it in or he, and many other GOPe types, really wanted it to be enacted.

I believe the later is the most likely.

No, not at all. Scott Brown ran for Senate as the vote that would prevent cloture and prevent Obamacare from being voted on. When he amazed everyone by winning in Massachusetts, that’s when Reid really started fandangling.

Scot Brown definitely isn’t the second coming of Ronald Reagan, but he didn't allow the passage of Obamacare in regular order. The Democrats had to “deem” it passed.
