"The president’s directive gives the administrator for the U.S. Agency for International Development (USAID) the authority to indemnify companies from lawsuits related to “contracts performed in Africa in support of USAID's response to the Ebola outbreak in Africa where the contractor, its employees, or subcontractors will have significant exposure to Ebola.”

He’s not passing a law indemnifying the contractors. He’s indemnifying them, which is as good, but is potentially worse.
They can be sued, but if they lose, the government picks up the tab—that’s what “indemnify” and “hold harmless” mean.
The good side is that as a company, you shouldn’t be put in legal peril doing what your government asks or contracts with you to do. The bad side, is that they can throw the suit... like throwing a fight... and the money can be diverted to cronies claiming harm.
The FAR says it has to be in the contract...

You didn’t give sovereign immunity to Black Water but, you will give it to an organization who has the sole responsibility of ensuring they do not transmit a disease???
Hell, hospitals in this country aren’t immune from civil liability for transmitting a much more prevalent disease called MRSA nor are they protected from transmitting C-Diff, which is a load of crap.

I don’t have a problem with this being done provided that it applies only if reasonable precautions have been taken by the contractor. (I didn’t read the article, so perhaps that is included.)

Someone needs to sue the family of the african dirtbag who lied to get into the country and lied to the hospital. Take away that money from the hospital settlement.
