I don’t think Monica was a victim of sexual harassment. She was an enthusiastic, though idiotic, participant.
However, by definition every other worker at the WH who did not receive similar special treatment certainly was harassed.

The feminazi definition of “sexual harassment” is when a man in power influences someone with less power in the command chain to have sex, irrespective of her desire to participate (remember, we are talking about liberals here and free will is something they do not recognize).
