Yeah, this whole thing is starting to stink like that one fish that slipped out of the live well and ended up under the boat seat to be found 7-10 days later.
From what I’ve seen in type this story sounds like it was made up at a private happy hour at a Hen Party.
Let’s just see if the Dover PD can do what The Ontario County, NY SO did in the Stewart/Ward incident and go with real facts only.

They used to use it a few years ago at Bristol/Martinsville/Richmond on the Brake Rotors.
Depends on the Broadcaster, ESPN was 1st then Fox used it for a while.
They used to do DoggyCams/and under car on Suspention or inside Tar Beads.
F1 was going from one to the other and then the last few Races went to an overlay blend.
