If ebola became a general pandemic and seventy percent of the US population were dropping like flies, there would be such chaos that the government would have no choice but to declare martial law. It would be approved by Congress and the constitution would be suspended. With no constitution in effect, the states would have no federal “right” to hold elections, and few if any would do so on their own. And, yes, the military would enforce it.
