I think you are being unfair to McConnell. I expect him to continue his pattern of negotiating any legislation incrementally rightward. He has two problems, getting any legislation passed that is more conservative than the most liberal republican can support is unlikely to happen, and Boehner is likely to continue his pattern of highly conservative show votes and supporting Obama's agenda in its entirety.
As a practical matter without the full support of his caucus and House leadership, the most McConnell can do is force votes that make Dems squirm.
