My parents were married in Dec. 1957 in Havana, Cuba and it was so cold folks were asking if they were postponing the wedding.
Joe remembering that winter as a, “coldest winter in memory” brought back that story from my family lore.
Sounds like he’s predicting it will finally rain in central California - and maybe southern CA. Not sure.

The winter rains cannot come too soon.
The high today in my high desert hamlet is expect to be in the ‘70s. It’s wonderful and refreshing after months of near, at, or slightly over 100F heat.
Cold for December.
The Humboldt Bay region of north western Calif received 3” of rain Wednesday which puts us at 700% of normal(?) for the water year staring July 1st. Lady Bender told me Joe said we would get above average rainfall in late Sept several weeks ago...
“Normal” is a 30 year average, and only of whole decades, so it doesn’t include 2011-2013. As Joe said, it’s an average of extremes, and a bit misleading.
