Ths isn’t “abuse” of the rule but does show what I was saying about some women not wanting to report because of the money.

Problem is your mentality ends ALL punishment for abusers because there’s always going to be members of the abused who use those punishments as an excuse not to report. It’s unfortunate that she’s in that deluded stage of the abuse cycle, but it’s still stupid to think we shouldn’t punish the abuser because of it.
