From reports I’ve seen they’re already getting the crap kicked out of them in the marketplace by cheaper competition.
Sounds to me like someones going to be looking for a handout from the government sooner or later, so they've decided to help push the government agenda. Or perhaps the government has simply shown them the evil of their ways and has insisted that they do as they're told.

I thought it was glow-bull discombobulation. Tests indicate that when more C(uh))2 was present plants were more productive. Weird huh?
