The very, very real problem is people know there is a magic serum and with that limited availability...the government will need to decide, who, where, when, and even if you get it.

Does US DoD have a history of getting involved when a flu or virus pops up? (other than vaccinating employees) Yes, the DoD has always been involved in infectious disease control.
The Walter Reed hospital was named after a US Army physician who was instrumental in understanding the transmission of yellow fever, enabling this disease to be brought under control. The US military continues to research a wide variety of infectious diseases. The Walter Reed hospital has a large research facility, although such research takes place at a number of facilities across the country.
