It was shot down by Iranians in retaliation for the shooting down of Iran Air flight 655 by the USS Vincennes.

The Rogue Iranian elements were in a boat off the coast and hit it with a surface to air missile.

It was not officially sanctioned by the Government of Iran, but was a work of revenge by a prominent Iranian Family who had family members killed when Iran Air flight 655 was shot down.

Bill Clinton ordered evidence purged and directed investigators to declare it an accident. Bill Clinton was a coward who was terrified of actually having to confront Iran for what some of their rogue elements had done.
