LOS ANGELES The California Highway Patrol has vowed to carry out a thorough investigation after a video emerged of one of its officers repeatedly punching a pinned down woman on the side of a Los Angeles freeway.
The woman had been walking on Interstate 10 west of downtown Los Angeles, endangering herself and people in traffic, and the officer was trying to restrain her, CHP Assistant Chief Chris O'Quinn said at a news conference. O'Quinn said the woman had begun walking off the freeway but returned when the confrontation occurred.
The video shows the woman struggling and trying to sit up while the officer punches her in the face and head until an off-duty law enforcement officer appears and helps him handcuff her.
Passing Driver David Diaz recorded the Tuesday incident and provided it to media outlets including The Associated Press. He told the AP in a phone interview Friday that he arrived as the woman was walking off the freeway. He said she turned around only after the officer shouted something to her.
"He agitated the situation more than helped it," said Diaz, who started filming soon after.
The officer is on administrative leave while the patrol investigates. He has not been identified.

He punched her about 10-15 times before he felt she was safe enough. Right about now I’d say she’s safely in the hospital. Sometimes you just have to beat safety into people. Especially if they are a lot smaller than you are.

At 0:14 her knees bend, facing away from the cop, and she goes down. It is hard to tell with the blurriness and shakiness where the cops hands are at this point.
At 0:17 it looks like she is pushing something red in the cop’s face.
At 0:19 she is trying to pull her knees up under him and is grabbing at his face and neck.
At 0:21, after trying repeatedly to restrain her while she resists, the cop throws the first blow. At 0:22 he swings his right elbow and forearm forward which might have also been a blow.
At 0:29 she pulls her hands away to cover her face with her arms.
It appears he lands a total of 9 direct hits (at least one is obscured by the car, but possibly two are) up until his last blow at 0:30. (About one blow per second for 9 seconds.) As soon as she stopped resisting, he quit throwing blows.
At 0:31, as soon as the blows stop, she looks up and reaches toward his groin with her right hand.
Looks to me that she was trying to get away from the officer, he had to chase her down on a busy street / freeway, she resisted arrest, either threw herself down or fell while trying to resist, possibly kneed the officer in the groin, possibly scratched and hit him, and clearly continued to resist. It took the help of another man to restrain her as she continued to resist even after the officer stopped throwing punches.
It was only after multiple blows that she switched to a defensive posture covering her face. When the punches stop, she immediately starts grabbing at the officer.
In my opinion, it is impossible to tell from the video alone if this was excessive force. It warrants an investigation, but both the cop’s and the woman’s histories should be taken into account.
If there was evidence that immediately before this the cop had sexually assaulted the woman in his police car, then this incident would obviously incriminate the cop. But if immediately before this the woman was walking through traffic and nearly causing crashes upon which the officer tried to apprehend her, it would show the woman needed to be restrained even if the only way to do it was to throw “brutal” punches.
OK. I don’t know what happened before the video, but based on what I see it’s hard for me to watch this without thinking that the cop used WAY too much force.
Seems to me that once he was sitting on her and she was on the ground, he had ample opportunity to grab his handcuffs and immobilize her.
As soon as she stopped resisting, he quit throwing blows.
That’s good enough for me.

I completely agree that sometimes LEOs can go overboard, just saying in this instance he seems to have acted somewhat appropriately, at least in my mind.
In my opinion. Just in my opinion though.

You know what the really sad part of this is? I grew up in California and the CHP was the best of the best in the state
of California in the 50s and 60s. As my Dad was with the L.A. County Sheriffs for 35 years I have known a lot of L.A.P.D. and CHP in my life. A poor reflection on the great men I knew growing up.
Yeh but the cop pulled his punches. That makes it OK. She will probably live through it after she gets out of the hospital and I’ll bet she stays the Hell off that cop’s freeway from now on.

Well a few of the good ole boys on this thread just thought he was trying to keep her safe. You can’t just let a barefoot woman walk alongside the LA freeway without meting out a little street justice. Sometimes its for their own good. Ya just gotta pop em a few times. That’s the rules. Walk on the freeway and get the snot kicked out of you. Especially if you are a 110lb petite woman. Its just so much easier to whoop a woman.

That girl was just ask-en for a good ass kick-en and he be the man too whop her good. You know being all hoped up on roids and having a two inch dick makes a CHP officer so crazy he don’t know what to do.
I would prefer seeing what I did to seeing a video of her or the officer being plastered by a truck.
My guess is it would have been easier on both of them if she had just followed the officer’s orders.

Yeh I was cryin over that poor slob having to beat the snot out of a 110lb woman. Its so stressful being forced to straighten a woman out. They just won’t listen. ya gotta punch em a few times to get their attention. Ya gotta teach em a lesson sometimes. They gotta learn to obey. She just wouldn’t listen.
You’re clueless if you believe that woman weighed 110.
If the police ever have to restrain me, I would expect them to very forcefully restrain me. I wouldn’t suggest you not try your luck with them either.
I’ve learned over the years that if I am respectful to law enforcement, they are usually respectful to me too.
