In addition if she works for a company subject to FMLA (50 or more employees), she has job protection if shes met the 12 month waiting period. FMLA however is unpaid leave, but again they can use their PTO until it is exhausted.
What he is most likely proposing is a statutory maternity leave and pay like they have in the UK. In the UK leave is 39 weeks paid and up to 52 weeks, the remainder unpaid.

The employer pays it but then they can claim a tax credit for up to 92% (103% for small companies). But everyone is entitled to it (and paternity leave) even if they work part time or for a small employer. If the employer is small and cant afford it, they can file a claim for relief and then the government I believe pays it directly.

NO, the issue is free and voluntary associations between consenting adults. If you and your employer come to some such arrangement without government guns pointed at anybody’s heads, go for it. If it is fascist orders from Washington, absolutely not.
