The above phone number is a scam at the very least or a phone spoofing scheme at it's worst.
If you receive a phone call from this number Do Not Answer It!
Do Not Call It! No one will answer and if it is indeed a spoofing call it's possible some one is trying to trap your info.
I have received several of these calls and no message is ever left. If you can block it on your phone do so. My service provider is conducting an investigation and will be blocking this number for me.
I made the mistake of answering it the first time.
Lastly, after an extensive reverse directory search, I have determined that the call originates from Jersey City NJ yet the person making these calls lives in California.
I have what I believe to be accurate information about this person including SS# and DL# along with DOB. I'm working to verify this.

the donotcall website is not effective. Would be good idea but it does end in .gov so why am I surprised.

Never had that happen, but it is damn puzzling why they would go to the trouble to mass call and be silent if you answer.
Only thing I can figure is they are verifying its a personal phone. Still not much reason to not start a recorded pitch or some scam pitch when you answer.
Same here. If I dont recognize the number, if its not in my contact list, and especially if it is not a local number, I let it go to straight to voice mail. If they dont leave a message or the message seems to be bogus, I dont, I never call them back and I always put the number into a google search and most of the time it comes up as a scam. FWIW, I ditched my land line years ago and it has greatly cut down on the number of these unwanted scam calls, although I still occasionally get them.
For a while I was getting collection calls from some collection company looking for someone who wasnt me but evidently either had my cell phone number before me or had used a false phone number. After getting tired of getting these phone calls; once a week, sometimes every day or several times a day, and FWIW, they did leave messages for someone named Juan, and after looking up the number and determining that it was from a legitimate collection agency, I called them back and as soon as someone answered and they went into their speale about this being a collection call and that all information was being used in an attempt to collect a debt, and all the legalize and about recording the call, etc. blah, blah, blah, I would not answer any of their questions other than the reference number they left in the voice mail, and all I said was, You are calling my phone number (xxx-xxx-xxxx) in attempt to collect a debt owed by someone going by the name of Juan Rivera and I am informing you that this is not his phone number. I am not Juan Rivera nor do I know a Juan Rivera and I am giving you notice to immediately cease and desist calling me.
The person then asked for information about my name and address, and some other very highly personal information and I answered none of their questions and again repeated, You are calling my phone number (xxx-xxx-xxxx) in attempt to collect a debt owed by someone going by the name of Juan Rivera and I am informing you that this is not his phone number. I am not Juan Rivera nor do I know a Juan Rivera and I am giving you notice to immediately cease and desist calling me.
Then I asked them for a mailing address to which I could send a certified letter requesting that they not contact me again and informed them that a copy of such letter along with the certified mail receipt would be sent to the Federal Trade Commission and the office of my state Attorney General. I also informed them if they contacted me again, that they would be in violation of the law and that I could be entitled to collect damages from them for unlawful harassment. I never heard from them again.

Hope it works for you. Listed both my cell and business numbers on the DNC list last year for probably at least the fourth time. Worked for a couple of months and then they started up again calling both numbers. If someone isn’t in my cell phone number list I don’t answer. On the business line if it’s not a number that I could reasonably expect a call from we don’t answer but just let it go to voice mail message. Just really aggravates me.
I know it’s robocallers. They just start down a numerical list of numbers until someone is foolish enough to answer. Won’t be me.
I have been getting these calls on my cell for about a year.
The number and area code change often and I never answer.
There is no message left.

Whenever the caller ID shows the name “unavailable,” I figure
“that makes two of us.”
I keep getting a call from a No Name. When I answer...nothing. When I don’t I check the missed calls for a number, but there is not one. Now I don’t bother with them.
My provider, (Verizon) tells me they don't have the capability to block numbers. I suspect they are lying. Cell phone companies are second only to Obama when it comes to lying.
I never answer for numbers that aren’t in my Contacts list. If the unknown caller leaves a message, I can decide if I want to call them back. Most don’t leave messages which makes them suspect.
You are the last person in the USA with a hard phone line in their home (instead of using their cell).
