I just purchased a purportedly unlocked AT&T Samsung Exhilarate on ebay.
Works fine, but it apparently wasn't really unlocked, so I can't change APN settings and therefore can't use it to access 3G or 4G internet.
AT&T simply hangs up on me automatically when I try to contact Customer Service, apparently because I'm not an active customer. You would think smart businessmen would realize someone who isn't a customer at the moment is still a potential future customer, but apparently not.
Their website outlines procedures for getting a phone unlocked, but only for present or past ATT customers, which I'm not.
There are numerous site online where they claim to be able to unlock your phone. I'm leery of clicking on these without some kind of info on the legitimacy of the site.

That’s a very well-put-together tutorial. Not being an expert in the field, I’m scared to death of tackling it. My experience has been that experts invariably leave out steps, taking them for granted.
Both were returned under the Ebay/Paypal guarantee and I was only out the money for return shipping.
My Net10 phones are through ATT. Net10 has several different SIM cards for different carriers. Net10 may be able to help you since you have to activate the SIM card. If you are on Facebook, you can go to Net10 and chat live with an agent or use their email link on Facebook.
NET10 was zero help. Finally got through to a chat guy, and he /she was useless.
However, I did find a step by step description of how to change APNs, and it turns out all I needed to do was press the Menu key at the right window, and I could access the APNs! Eventually found settings that worked when used.
I am now running on 4G! Thanks all for trying to help the incompetent.
