Even if true (and I do not believe for a minute it is true) it is a lie. The President of the United States as commander in chief had to approve it. So he was the last (buck stops here sort of thing) to give the go ahead. Which means he made the decision.
We are living in a surreal time. Obama claims credit for anything good that happens in this nation, and will not accept anything bad that happens (even when his fingerprints are all over it).
