They did sent in dogs but when he came out — the dogs were sheparding him along like a pair of good puppies.

I am almost certain the German shepherd and Labrador retriever were not police K9s. May have been already inside the house.
They were not wearing police harnesses or collars nor did the German shepherd bring the suspect down by his arm while he was still walking.
The GSD also appears to be a bit overweight.
