No, the crime was individuals serving food in a public park - didn't matter if the recipients had a home or not.
If Chico and Debbie Jimenez feel the "calling," I suggest they open a homeless dining room - maybe in their own back yard.

Yikes! That could have happened to me.
Years ago KFC had a deal that gave a huge bucket family meal for virtually the same price as a smaller meal. Since I just wanted one white meat piece for lunch I’d buy the whole family bucket (with to-go accoutrements). I’d ask them to put my one piece in a separate bag for my lunch. Then I dropped off the rest of it in a park nearby where I worked and were there were a lot of homeless people. I’d place the entire huge bag on a park bench and say Free Chicken! to those standing around.

I would not want people feeding homeless people in my neighbor hood. I am if favor of helping the needy, but not this way. In my area we have plenty of non profits that feed the homeless in clean dining rooms. Feeding the homeless in parks is like feeding feral cats and pigeons. It is a mess and unsanitary.

What Is There To Say To Those Who CAN Donate But Won't?
Nothing.
There Is No Graphic Or Plea That Will Make Those Posters Take Up The Slack.

The Jimenez's contend that the area's homeless agencies don't want to lose people to outside feedings because that means fewer of them come to the agencies which means less funding.
Folks, this is the real issue. Government workers are going after the Jimenez's, because these people are a threat of those big time government salaries.
