And when that 2 billion runs out?
I cant recall the last time a government project like this came in under or at 2 billion. Mustve been 70 years the last time. (An exaggeration, but not by much)

When a government project/agency/program/etc. is estimated in the beginning to cost X amount, expect the final amount to be AT LEAST 2X.
