Flak jackets are designed for just that...flak, shrapnel and grenade fragments. They are not designed, nor intended to stop direct fire, small arms projectiles...

If it was an old Vietnam era flak jacket,as I suspect, it is not a bulletproof vest to begin with. That plus degradation of kevlar due to age.
