CHP tends to be more professional than local PD. Part of it is better selection criteria, part of it is better training, and part of it is they usually deal with a higher class of criminals...

Dog shootings are so famously reviled that I think the cops JUMPED on this story, specifically to generate an “awwww, nice cops”-story.
This has PR written all over it.
