When you use "less" it sounds like a lot of agencies have harmed Americans more than the EPA, meaning there are worse agencies than the EPA.
Well, it made sense to me when I typed it and I really did mean “less” and their are worse agencies than the EPA. I’m sorry it didn’t come across correctly. Thanks.
