I am also sure that you are aware that public property does not allow everyone to do what ever they want. City parks can be closed. Individuals who trespass after hours can be arrested.

I am going to assume, based on what I saw in the video, that the meeting took place at a school library. That is NOT public property, it is state property.

Not all property owned by the state (or school district) is public property. Rather it is state property. State property is “private” in that it is owned by the state (school board) who has and exercises full ownership of that property. They have the right to say who is able to enter or use that property. Further, they have the right to trespass (remove) someone from that property should they not be in compliance with the rules set forth by the owner of the property. In many ways, this is the same right you exercise to keep someone off of your private property.

For example, you can not enter a military base without permission of the military. That is state property. A city park that is open to the public is a subset of state property and is truly public property. Sidewalks are considered public property as well as roads because they are usable by any member of the public.
