In my opinion, that officer should have been cut lose the day that photo became public. Assault charges should have been leveled against him too, and he should have been black-balled from being hired again in the capacity of a law enforcement officer.
Did you ever read about the incident? IIRC, the protestors were given the choice of going to jail or being sprayed or some such.
