I must have missed something. The UK paper refers to these lunch programs as “the law.” Since when? I thought participation is voluntary. Or does the Queen have lawmaking powers?

Law, we don't need no stinking law. Just send a Dept of Ed or FDA, whatever regulation out. Anyway these educrats are democrats mostly and happy to show their fealty to their Queen.

In the same way that Mrs. Bill had "lawmaking" powers. She decides, and her other half decrees that her decisions WILL be carried out.
