I don't think Beth is in Terminus. Unless shes already eaten, or a zombie, it really doesn't advance any plot points to have her be just another Terminus prisoner. Why the separate dramatic kidnapping?
I think Rick' "new sheriff in town" flashback line about Beth is significant in some way.

Do you know what the major clue was in her disappearance and quite possibly the connection to what the producers said in this interview and the next season premier?.........

The person who drove off with Beth was obviously the same one who was living at the funeral home - not a Termite (Rick's label for the folks at Terminus).
