I think the big reason why people don’t care is because for many they are locked into their jobs. They cannot advance, so why try. It used to be that you could take the lowest job in the company and, through hard work, have the opportunity to advance. That’s largely not the case any more.

People respond to incentives. People’s motivations tends to be reduced when the incentives, from the person’s POV, is considered inadequate.

It’s human nature.
