This just screams for a lawsuit. But it'll have to wait, I think, until someone is impacted personally by this excuse for a law.
I would hope that that is wrong and some lawsuit could be brought about under another approach.

If you have to be injured in order to bring the lawsuit, they just need to wait (delay) after you file and you will die out from under the suit. See, all fixed, no lawsuit, must mean that the law was good in the first place, right? (sarc)

This has been going on forever. If you have health insurance, you will not be informed of options that aren't covered.
I would think that this will put an end to new cures for things.
