Not quite. A classic P & F cell would involve electrolysis. Cravens setup is more nearly a classic Arata (gas loaded) cell.

Loaded with Hydrogen. Between the chemical heating provided by the hydrogen and the self-heating thermistors he used, there was plenty of energy to get the ‘1 watt’ he claims.
