Possibly the former have two legs and the latter four and the author just didn't want to insult the rodents.

Yes there is a very distinct difference between a rat and a rodent.

A rodent is a mouse and his cousins in the animal kingdom.

A rat is a polite term for a jack booted thug.

Both can be very destructive in our society.
