It allegedly started with her jogging in her toe shoes and sporting headphones. It ended in video of her screaming and being led away in handcuffs. What happened in between is a matter of debate, but video showing parts of the incident is certainly gaining traction online.
Whatever the woman did to get the attention of Austin, Texas police, a witness video of cops detaining her on a city sidewalk Thursday morning then escorting her to a nearby squad car indicate she was not happy with their actions.

Student Chris Quintero, who the Daily Texan reported witnessed the arrest, said he saw the woman jogging with headphones on when police ran after her. When the woman failed to stop, the officer grabbed her by the arm and handcuffed her, Quintero said.

According to a statement to The Daily Texan from police spokeswoman Lisa Cortinas: [In this case], the call is titled failure to identify.

I can't disagree with your assessment.
We need to create new laws with stiff civil and criminal penalties and fines for wearing headphones in public...Good thinking.

The 3rd offense for public headphone violations should be to force the violators to wear court ordered ear attachments which can track and hear the subjects every sound and movement.

I would submit that it is a basic human right to move around without being harassed or mandated to present ID to government agents.
There were wars and great civil strife in this country over these points and the folks with my argument won.
Maybe it's time to teach the government a few more lessons in that.

Smart joggers do. It's very prudent to carry a form of ID while out exercising. People get hurt jogging. They have heart attacks, get hit by cars (especially those wearing headphones). John and Jane Doe joggers will sit in the morgues for days or intensive care units at the hospital while the police try to figure out who they were and how to notify their family.
Yes, they are. Or the citizens could simply tell them to knock that crap off.
We need people to run for mayor and city council who will promise to stop the cops being out of control. That includes shooting dogs.
