The question to be answered is when the rescue copter(s) arrived on the timeline of the video shot by the private passenger. The breathing gear on the divers looks a bit more sophisticated than one would expect on a Coast Guard team of rescue folks, IMHO.

Nice work Nellie. Clearly shown is someone in a "frogman" suit. And as you indicated to one individual, the scene was taped prior to any rescue teams arriving on the scene.
