At least in England, the swans belong to the Queen and you daren’t touch them!
Had a similar situation on vacation in Austria long ago...
Eating lunch by the lake and the swans came up and tried to take the food out of our hands while we were eating.
Didn’t dare swat them away because I didn’t know if I’d end up in jail over it.
