That is typical scientific language that scientists are taught to use. It is meant to reflect the fact that they are speaking of their interpretation of their experimental findings, which can later be shown to be inaccurate, incomplete, or otherwise incorrect. One way to tell if a real scientist, rather than a quack, is talking is by the use of those "hedge words," as I call them. A quack always states everything as incontrovertible fact and never expresses uncertainty, while the scientist always speaks in the language of probability.
