This is pure speculation, but there may be many reasons. Possibly, they are conditioning Americans for martial law, by getting them used to raids on homes. They might be practicing raids to round people up for the camps, or they are practicing for a major gun grab. Who knows for sure?

at close range it packs a non-lethal wallop, stings like hell and gets under the skin and burns. Doesn’t really work past, say, 20 yards as is lacks the density to maintain energy downrange. It was my grandfather’s preferred method for keeping stray dogs out of his garbage cans. Worked especially well with the old brass reusable shogun shells that were a bit shorter than 2/34 inch shells. I guess they were 2 1/2 inches, but maybe someone more familiar can fill me in. I have seen him use dried peas too. He used to keep a couple loaded on his dresser all the time. In fact, I still have one of the shells (empty now of course)
Buddy Ebsen (Jeb) was a conservative. Don't know about anyone else except Nancy Kulp (Jane Hathaway, the Secretary at the Bank) was very liberal; she ran against Bud Shuster when I was in graduate school. Ebsen actually made a radio commercial saying that the people in Central Pennsylvania should know she was very liberal, and that he liked her personally, but would never vote for her. She lost hugely. The Congressional district in Central PA is overwhelmingly Republican.
She actually lived about 7 or 8 miles down the mountain from me for years, and is buried nearby.
My Western Penn. ancestors brought the revenuers to task.

That pesky Constitution and the Supreme Court decisions in the above link show that there is protection against unlawful arrests for Resisting an officer, etc. This may be their concern with wanting to do away with certain constitutional protections...all those precedent cases.
