The owner is responsible for not preventing the pet from entering somebody else’s yard — and has been more than amply punished by the loss of the pet — but the person who chose to kill the neighbor’s pet (rather than adopt simple remedies like covering the sandbox) is responsible for her actions as well. The one is negligent; the other, unnecessarily cruel. (I mentioned earlier that negligent pet owners may have children who will be deeply hurt if their pet is killed. Didn’t that matter to her?) People have a responsibility to respond to offenses in measured ways, appropriate under the circumstances. The killer of the neighbor’s pet didn’t do that. As a conservative I support holding her responsible for turning a trivial offense into something worse.
