Can't do that, it would be discrimination against the motivationally challenged.

Let private charity handle it all, as they are allowed to so discriminate while the government is not.

The war on poverty started with propaganda pieces on how poor folks were in Appalachia. They were true stories, but were a distraction. Appalachia is still dirt poor, the war on poverty was never meant to help there or anywhere.
