Speaking g from experience the first thing that go are bottled drinks and foods which are ready to eat. They go fast.
They go fast but I was in the stores when this happened and I was in the Capitol City when the news broke. There was a stampede on water but the shelves did not look like the one in that picture and I was in several stores. People were in a hurry and concerned but not to the point of panic that they did crap like that.
Most people came in stores and asked “do you have water?” If they did not have water people just bought cola, juice or other drinks by the cart load. Were no fights or disorder. To tell you the truth was a bigger shopping day than Black Friday.

Except for one juice. That afternoon before Ike came through, I realized I had a kidney infection and was on the phone to the doctor to get antibiotics before the drug store closed. I sent my husband during that time to the store to get Cranberry juice for the infection. The store was totally cleaned out of every juice, EXCEPT FOR CRANBERRY JUICE. There was plenty of Cranberry juice. My husband and I had a big laugh over that.
Keep that in mind if you need liquid to drink - check for Cranberry juice - I guess no one likes it enough to buy it even though they know every store is going to be closed as soon as the storm goes through.
