Yup, my mother had one hanging in a corner in the dining room of our house when I was a kid. And yes, it had ‘nick-knacks’ on it.

What you have described is a “whatnot shelf”. “Whatnots” are the little figurines and stuff you put on your “whatnot shelf”.
As far as “whatever” it is a polite way off telling someone to “f.... off”. It can be a useful word.
My most hated words are “like” “I was like” and “exactly”.
Jay Leno says “exactly” over and over after he has repeated the punch line of his Unfunny jokes several times.
