Ooops. I’m sure they have laws against that too.

The ordinance cites such studies, plus a 2011 study by UCLA that found that California property owners paid up to $18 million a year to clean apartments vacated by tenants who'd smoked.

Boo freaking hoo. I'm sure the owners collected twice that amount in forfeited damage deposits when the smokers moved out. If not - then its their own fault.

You cannot smoke within 15 feet [I think that’s the amount] of a window or door. The smoke blows right in.

Well, let’s look at it another way. In CA, the weather is wonderful most of the year. Peeps leave windows and maybe even doors (screen doors in place) open during this fine weather. Now you have a neighborhood who smokes, and while you are sitting outside, this smelly ciggy smoke wafts over to where you are trying to enjoy the your property, but maybe wafts even into your home. I’d be PO’d as well. Since the smoker may also have their windows open, the smoke still reaches your “quiet enjoyment” space. I puff on ceegars and would not subject my neighbor to this. That said, I live on acreage so it is not a problem.
