I don't know, but it seems highly implausible (having been around nukes). I have heard of some military personnel (PRP qualified officers), a U.S. senator, and a couple of Representatives talking about this, but it seems like separate, disjointed incidents.
Then again, I don't trust 0bama or his regime. Imho, they are capable of anything.

The US ARMY has been in Germany since the end of WW II. The German citizens knew whenever there was to be an unannounced exercise, secret or not. Why? Spies on the inside? no !!
Local Nationals work for and live next to rail yards; they see trucks driving out of installations. etc.
The German citizens knew of the exercises before most of the called-up soldiers and their families did. No Kidding! The German rail employees knew when rail movements of tanks and etc. were scheduled, before the troops knew they were going anywhere.
One if by land and etc. This is not rocket science.
