Per the Obamacare Web Disaster: Many of you know I develop websites just like this for a living. It's what I do.
I am here to tell you, given three years that they were given, if I had the following team: One artistic Design person, One skilled DBA, one skilled Security guy, one Web/Data integration specialist, three skilled developers (2 on .NET and one on jQuery), one Business Analyst who knew the legislation, and one Policies and Procedures person (for the ATO and C&A certifications and documentation) and me as Architect, I could have had this thing deployable and humming along on Oct 1.
Yes, the scope would be larger because of the multiformat data exchanges with other Federal agencies..... but that is why I assigned one guy for Web/Data Integration. He'd have three years, and I would ALSO take this strategic move:
I would launch a web service, secured, where they could both retrieve and deliver data. THEY would need to meet MY interface requirements. Thusly I would leverage their people, costing us less. My Web/Data Integration specialist would then only have the task of retrieving the data from the secure web service repository, and shuffle it where it needs to go.
I could have done with with 10 good people. See, I've DONE systems of this complexity before. My estimate of man-years is accurate. We'd have 30 man-years, plenty of labor necessary to accomplish this.
10 people. Let me re-emphasize that.
10 people.
That's it.
I would not have charged 300 million, I would have charged 12 million -- maybe even 15!.... and we would have all gotten EXTREMELY wealthy on it.
This does not include hardware and the people to set that up. Figure 20 million for that.
Because this Obamacare website is such an ongoing disaster, I am compelled to creativity.

Laz, it is becoming more clear by the day that this multi-hundred million dollar screw-up is simply cover for distribution of our tax dollars to Obama-cronies, just like other schemes this Administration has hatched.
Everything this group does is a screw-up, and eats up millions upon millions of dollars, into the billions, every year.
But don’t tell Obama. He’ll read about it in tomorrow’s paper. you know, like the rest of us.

(1) gather info about the applicant, sufficient to be able to determine what plans he is eligible for, and what the price would be. Under the law, his medical history would not be a factor, only things like age, sex, and residence location.Where they made it complicated was in wanting to prevent his seeing the plans, and their prices, until AFTER he had entered all the info to determine the subsidy, and making sure that reporters couldn't get at the pricing info by repeatedly entering different locations, ages, and sex.(2) gather info about his finances to determine how big a subsidy he would be eligible for.
(3) verify the financial info given with various government entities to validate his eligibility.
It would have simplified things greatly if they allowed people to see the prices, decide if they wanted Obamacare, and THEN enter the financial info. The financial info verification could have happened asynchronously overnight. They then could have logged in the next day and gotten what their subsidy would be, or arrange to have it emailed.
So what you are saying is you would have put the wine in the coconut and shook it all around?
Sometimes you have to break things down to the basics for we that are techno challenged. :D All that dot, dot, dot, comma, comma, comma stuff is hard...hard I tell ya!

during his campaign is from our pockets to his cronies’ foreign bank accounts.

Yes, but then you couldn’t have stolen the remaining 285 million that the Obamunists made off with.. so your solution would not have interested them.
Personally I’m glad that they did turn it into Fusterclick- because this is probably the only way that this political seizure of our health care will die- because The Stupid Party won’t try to kill it.
