In her first major address since becoming the president of the University of California system, former Department of Homeland Security secretary Janet Napolitano declared that she will approve $5 million in taxpayer-generated funds to ease the tuition burden for illegal immigrants.
I am setting aside $5 million right now, for this year to support these students with resources like trained advisers, student service centers and financial aid. Consider this a down paymentone more piece of evidence of our commitment to all Californians.

We DO have LAWS regarding immigration but nobody seems interested on enforcing those laws, hence the reason why Governor Brewer and the Arizona Legislature decided to attempt to ENFORCE EXISTING FEDERAL LAW in their state, only to be SUED by the Federal Government for doing so......

Sounds to me like the Commitment to all Californians is to make them pay to educate illegal Mexicans.
This is clearly unconstitutional. It discriminates in favor of national origin (among other things). Where is the Equal Protection?
Why does LEGAL immigration exist in the first place? To PROTECT the people. That's where is starts and ends. When that is thwarted or twisted in any way it puts the people at risk and falls under Article 3 section 3 of the US Constitution:
"Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. "
Giving aid and comfort - We have foreigners breaking our laws they have declared war against our laws, they are committing an offense again the country, attacking it which means they are our enemies. Therefore giving them AID and COMFORT constitutes TREASON.
Anyone who supports amnesty or even supports giving aid to illegals should be immediately arrested and tried for treason.
Think of it this way: If a bunch of poisonous plants were flying over the border killing people, and we had a way to stop it but instead we had individuals who were actually assisting the plants to come in to kill people then what is that? That is a hostile act against the country, it is treason.
And illegals ARE killing people.
What is the fascination these people have for uneducated, non-America loving dregs?
Guilt that because of hard work and freedom we prospered and

The key here is who manages the money and the relationship to napolitano. One suspects that very little of the dough will actually reach a student.
Wages, health care and pensions for the advisors and financial aid clerks (with extra pay for speaking Spanish) will be a good chunk of it. Then of course there will be a “study” of the success of the program.
