MSNBC's erratic Hardball host, Chris Matthews, has again gone off the deep end with his nonsense talk about the Constitution's three-fifths clause. He's claiming that conservatives believe black people are, or once were, only three-fifths of a person.
Why does a group of people that always loses elections or tends to do lately, why do they call themselves American people because - do they still count blacks as three-fifths? Three-fifths of a vote?

Yup!
Chris Matthews is only one-fifth of a citizen, if that. And his vote shouldn’t count at all since he hates America and the Constitution.
Ironically, it was one of the least debated parts of the Constitution. "We want this." "We want that." "How about 3/5?" " Okay." "Next item?"
And they wanted them counted as whole people. Does Matthews think the Blacks were allowed to vote? The only reason to count people was to apportion Congressional representation. Don’t think the plantation owners polled their slaves to see how they’d like them to vote. The Abolishionists would just as soon have considered them non-human for purposes of apportionment.
Of course you are correct. I give them more leeway than they often deserve.
