I was on the forests in central ID all week. Never noticed any campgrounds shut and I stopped by a few outhouses and found them in working order (thanks to gravity).
Maybe call the sheriff in the county you are going to.
Ask permission only of your master.

Due to the lapse in agency funding, the sale of all types of permits (i.e., recreation, firewood, forest products, mineral materials for example) are suspended, recreation.gov reservations are suspended, and all federally owned recreation sites are closed. All offices are closed. These services will be available once funding is restored.
Law enforcement, fire suppression, and other essential services will continue without interruption.

I would say you should still be able to hunt there as long as you can find a way to get to the place where you want to hunt without using the park roads and are otherwise self-sufficient. And don’t expect to get rescued right away if something goes wrong.

The elk were also placed on furlough so they are not legal game during the fedgov shutdown.
Try a CB radio. If your not to far from the park someone
might know. The NRA might help you and if all else fails

I spent last 2 days fishing Dworshak Reservoir. Had to camp in the state park since the federal stuff is all locked up. The whole damn lake is federal - Army Corps of Engineers runs it. But they only controlled places they could install locks.
I would say go to it. Those elk don’t care if the feds are working or not.
