The recessive gene for blue eyes can be lurking in the background waiting for its opportunity.

You are incorrect. Two people with a recessive phenotype (blue eyes, blonde hair) cannot produce a child with dominant characteristics, like brown eyes, dark hair.
But a person with a dominant phenotype could have a genotype that carries a recessive gene. If that person has a child with a blue-eyed person, or someone who is dark eyed but also carrying the recessive gene, there is a chance of having a fair-haired blue-eyed child.

My wife and I are both brown-eyed, but my son has brilliant blue eyes, like both his grandfathers.
