You are incorrect. Two people with a recessive phenotype (blue eyes, blonde hair) cannot produce a child with dominant characteristics, like brown eyes, dark hair.
But a person with a dominant phenotype could have a genotype that carries a recessive gene. If that person has a child with a blue-eyed person, or someone who is dark eyed but also carrying the recessive gene, there is a chance of having a fair-haired blue-eyed child.
We had a blonde son with very light brown eyes (almost tan they are so light) but he has darker skin.
And a daughter with very dark hair and blue eyes. (lighter skinned than my son)
